I'm surprised an FRA inspector hasn't bad ordered it for bent handrails (safety appliances) and loose or bent step.

No reporting marks or ACI thingy makes me think that it is captive and its not going interstate or at least off home road to is intended destination .

Saw this one about a year ago:



There is one down at the steel mill as well, but they also use a pretty beat up CSX caboose.

the caboose seen is a platform car for the reverse move down the Alexandria Extension to the gravel distribution site. 

this is another caboose in use from Hancock to Berkley Springs
