CSX has a lot of these...  What is going on - repainted around the logo and reporting marks or CLEANED around them???

That was probably a blue L&N boxcar, or possibly a black SCL or SBD boxcar on which the CSXT logo and reporting marks were stencilled on an overspray. The logo location makes me think it was a Silent But Deadly repaint.

That would be an interesting car to to replicate by massive weathering with washes

I am trying it now, but I painted the body in a rust color base coat, masked off and painted on the blue areas - will decal them and then use chalks to put the rust swirls in.

Judging by the pattern of the rust/paint edge under the "CSX" it looks to me like it was just media-blasted to change the reporting marks and put the logo on.  It does the job and is s fraction of the cost of repainting the whole car.  Occassionally we do the same at Havelock over old paint -- either paint right over it where needed or do some spot blasting if the paint is in bad shape -- but never with rust like that.  Boxcar market gets smaller and smaller every year though, it's hard to justify putting any more money into 'em than you have to.

I'm with Hyperion on this one.  Look at the ribs.  If the "patch" were a repaint, it's likely that the ribs would be freshened up as well.
