Recently a member asked about highway lane markings and was directed to the Manual of Trraffic Signs - MUTCD (year). Further research turned up the web page with up to the 2003 files downloadable from:

Is there a similar document for the actual constructino of highways and roads?

Yes. The American Association of State Highway and Transportation Officials (AASHTO) has published several highway design guides over the years. The "rainbow" books, the yellow book , and more recently the green book. These are kind of expensive to buy for hobby use, least for me. You may check a library. I know KY and probably every other state has their highway design guidance manual online, but these would just show current standards.

The Federal Highway Adminstration had a page with links to the Standard Plans and Drawings of most of the States. I used that page less than 6 months ago but unfortunately it is not currently available. The link to that page has gone to a message that it is not available for several months now.
Going to the individual States DOT web sites to find their standard plans can be fustrating. While some of the States provide an easy to find direct link to their plans, many do not, so using the search function on their sites is necessary. This can require guessing the correct search term and looking through a lot of extraneous results. Another way that sometines works is to do a Google search including the name of the State.

Searching the states web sites for current info is how I've been doing it at work! When needed (i'm a CAD Deigner by trade). But I'm really looking for old info, late thirties and forties kind of stuff. After getting the name for the Signage manual I was hoping there was a similar manual that might be posted on the web somewhere.

Another way that sometines works is to do a Google search including the name of the State.
A third way, is to download the entire page and convert it to a PDF file. I've done this many times and it's saved me a headache or two.
