Greg Komar is manufacturing a selection of dry transfers, mostly NE & Midwest roads. No web site but a PDF catalog:

. If you read the fine print on the last page, he does offer N scale in addition to the HO & O he advertises. It's peculiar why he wouldn't advertise the N too but I'm not feeling analytical right now...

You can order N and S but they aren't dry transfers, they're water slide. And you can't get Deluxe Gold or Harvest yellow.
He's not new by any means, just under the radar maybe.
